The care receiver seems to be stronger and able to do more for themselves with others. But with the primary (family member) caregiver more needy and weak.

I certainly know how you feel. I think it happens very often. It is unfortunately in the nature of some people to use others to do things they don't want to do. Tell us a little more and people may have some suggestions about what to do.
