My evil aunt has power of attorney over my grandmother, who is 96 and was run over by a food cart in the nursing home, she has broken arms nose cheek ect.. horrible, my aunt said she has control and we can't do anything, me and my mother and sister. Is this true?

I'm sorry for what happened to your GM. I can't imagine how that could happen?!
I know it must have been horrifying for her.
What is it you want to do? Are you wanting your GM to sue the NH?
Is your GM competent? If so, then she can change her POA anytime she wants to. Your aunt has POA for your GM, not Over your GM. Is it a financial POA or medical POA or both?
Does your GM want to do something about what happened?
I hope your GM isn't too uncomfortable and recovers soon.
