I live in Australia and my dad is in Dublin Ireland in a nursing home with dementia.
Could the manager or nurses download WhatsApp on one of their mobiles (or would I have to buy one) so that when I call my dad can see me and maybe recognise me!

I wonder if there's any kind of public computer with wi-fi in the nursing home? You might be able to Skype with your dad if he can still function in that way and they can have Skype loaded. I don't know about WhatsApp - I doubt anyone would download it on a personal phone for you and your dad. But it's worth asking. All they can do is say no.
