Can my mom who doesn't speak English and is ill give me a POA to represent her per say in a court against her boyfriend on financials?

I imagine so. Mom, only if competent, could assign you POA. Since there is a pending court action the POA should specifically state that it includes the power to represent her "pro se" in that specific action.

In addition, this can only be done if this is what mom wants to do.
