Is it possible for mini-strokes to cause a person's personal views on issues and or people to at least somewhat shift from one direction to the other, regardless of where they stood on the political spectrum initially?

The short answer is Yes. Common sense can set in and alter a persons views on politics too.

Not to get political, but Google, John Fetterman, from Pennsylvania, some say his stroke changed him politically.

Not picking sides, not saying one way or the other but some have said this about him.

I'm always afraid of answering anything revolving around politics.

I feel like anything is possible with the brain and after a stroke.

My feeling is , it's more apt to changing view points that they may have had when the were younger, or view points that they were raised with, because the mind goes backwards.

I could be very wrong about this, it's is just my opinion.

My mom had small, seemingly insignificant, strokes before the huge, life altering one. The changes after the small ones included loss of interest in formerly enjoyed activities, being less motivated, and, maybe for the good, caring less about politics. We now understand much of the change to have been depression, very common after even small strokes

It is possible mini-strokes are severe enough to casue damage to the brain. Maybe warrant a vascular demenia diagnosis. (But I am not a Doctor).

Yes, personalities can change due to strokes. And they can change without them as well. As wouldn't be a whole lot you could do to know the reason.

Things have been so hectic recently that it doesn’t take a mini-stroke to change views. You can approve of some things, and disagree with others. If someone had fairly rigid personal views beforehand, probably some views have changed for genuine second thoughts.

Bob, yes they can. However, many things can cause a change of stance in the political realm.
