I was told I could not by my apartment manager, so it may just be a rule where I live, in a govt-subsidized apartment.

I agree with what others have pointed out: the apartment manager obviously doesn't want you to have another tenant in your section 8 housing unit. This is probably a rule of the apartment complex that is outlined in the lease (or whatever paperwork you signed before moving in). Many apartment complexes (and IL living communities) have this same rule.

It is not a rule of the complex its a HUD rule.

Your description says you’ve been caring for your mom for 4 years.

If so, why - WHY - has this become a problem now?

How did you luck out on that? I thought there were waiting lists for govt subsidized apts?

As far as I'm aware, government-subsidized housing is strict about only allowing adults who are on the lease to live there.

If your rent is being subsidized then no you cannot have Mom living with you. The Amount u pay is based on your income and only you can live there. If you go against this, you can lose your apartment. You would probably need to reapply to the program who is helping you for a bigger apt and Moms income being included. This will not be an overnight thing. May need to find other options. Getting Mom "in home" Medicaid ifvshe has no money. Getting her placed and on Medicaid.

Read your lease.
Another person may have to be listed on the lease as a tenant
If you are in a 1 bedroom apartment you might not be able to have 2 people in the apartment.
And if you are in a program where your lease is being paid by an agency you may have to see what their regulations are.
