burkeland, that is something you would need to ask a CPA or a professional income tax person. Income tax rules are constantly changing.

I remember years ago one could deduct moving expenses ONLY for a job transfer or for a new job.

You might be able to wiggle something in as a medical deduction if the person you are caring for qualifies as a dependent. Otherwise, maybe get the family member to reimburse you for the move. Though they would likely have a hard time trying to get a tax deduction for it too.
