Can a California assisted living community allow a resident with dementia to leave the premises unassisted with a doctor's ok?

Family wants to keep the dementia diagnosis in the medical report for long term care insurance benefits, but have also gotten a doctor to allow resident to leave the premises unescorted.

YearsInService, may I ask why is the resident living in Assisted Living if they are capable of leaving the premises on their own?
