My Uncle's second wife's family is refusing to let his sons see him during his last hours. They have threatened to call the sherif if the son attempts to go to the hospital - can they do this?

Yes this can happen. If she has Medical Power of Attorney and if the father has said this is what he wants, she is obliged to support his wishes if he gets unable to do it himself, eg. if he is dying. Even if he never said these are his wishes, if he is not able to make his own decisions she can make them in the interest of his health. If the son is a threat to him, she can keep him away.  I'm not a lawyer but this happened in our family.
