She convinced him to give her his bank info and he is broke. He is being treated for dementia but not deemed incompetent. APS said they could not do anything for this ongoing abuse without the diagnosis. His utilities are getting turned off and he cannot even afford food now. Is there a way to block her from his account?

Can you get his doc to write a letter stating that he is incompetent? If so you could try to get guardianship but it may be too late if she has already wiped him out.

He is allowing this to continue. Obviously not thinking clearly!

My dad was in a similar situation by a step-daughter much to his dismay. He didn't know she had access to his account. I took him along to his bank and we changed everything including his account number. She had access to his cards and ATM, but all that changed immediately. The bank is always ready to stop the 'thief' instantly. Take your brother with and the bank will have no problem changing his account numbers.
