If both POA live out of town and mom needs emergency care, can a family member sign off if she needs surgery?

If techie's suggestions are hard to do, the hospital may go ahead anyway on another family member's say-so if the need is obvious and there seem to be no likely arguments.

No, but an out of town POA can give verbal permission or sign a faxed document and fax it back.
