The DAV is different from the VA and its case workers. They represent you in front of the VA. Have you asked them to represent you.? At the very least the VA might be able to provide a few hours of home care for you. Don't give up on the VA yet, especially if you haven't gone through the DAV

I have contacted the veterans administration.it is very frustrating dealing with case workers. the people seem to think that LESS IS BEST. they have no opening for long-term care

Have you contacted the DAV(disabled American veterans) It has staff that assists veterans in applying for all types of VA benefits. They will even help you file an appeal from a VA denial of benefits. If you haven' t gone through the DAV, please call and discuss your situation with them
