Has anyone used palliative care for a dementia patient in nursing home?

Not sure if this comes under palliative care. More like a neurologist or Phychistrist which you can request one be brought in to evaluate Mom. Who told you Mom was having this problem? If the staff, surprised it wasn't recommended. This is part of Dementia and there are meds that will help.
