My brother emailed the Social Security Administration. He got refund checks. Lawyer said he could cash them if used for clothes, fixing something on the house, fixing car. But he was reluctant to do so. The response from SS didn't exactly answer the question directly. Not even sure if they answered indirectly.

He applied for property tax credit. Told them to cancel at last minute. Was sent two refund checks. Was told because his exe were $899. Don't understand. Didn't make sense. But she sounded almost angry. So I just hung up. He is on Medicaid and SSI. Afraid to cash the checks and put money in his bank account. Or even cash them. He doesn't need the money for the things moms elder attorney says he can cash and use for.
