It's not difficult, but it may not look totally professional at first. If you go this route, get a good pair of haircutting scissors, and clips to hold back the hair on top while you do bottom layers. Short cuts are easiest to wash, dry and style, if they are OK with that. You can also check with your local hospice to see if they have recommendations about sylists who will make home calls.
Yes, indeed! I cut my mother's hair for a little over a year. A little uneven at first, but she and I both got a little better at this each month, when she especially wanted the hair trimmed at the back of her head, hating to feel hair on the back of her neck. I made the hair cut part of a "day spa" experience: wash, trim, and blow dry her hair; then an Epsom Salts foot soak, followed by massaging her lower legs with a cream to remove dead skin. Then our usual light lunch of soup and sandwich, after which she was usually ready for a nap in her easy chair. She loved all of it!

Contact senior care resources and local cosmetology colleges. hopefully they can guide you to valuable, respectful, and loving "good haircuts". When I "googled" such a need.... I came up with pet grooming, as a result. Our loved humans deserve so much more.
I cut my mother's hair during Covid. Someone gave me the name of a hairdresser that did house calls. She gave all of us haircuts and charged only $20 per person. We only used her once.
Reach out to the hairdressers near you. You might find someone who would be willing to come over after hours. That's what my mom has done for the last year plus.
