You simply back off and do NOT pick up the slack for the absent caregiver. If you are helping the sick person, you are enabling the person who is getting paid to continue to cheat the system. Walk away. You are being manipulated by the sick one.

Is that person competent? If there is dementia, APS will take that into consideration. How would they know the money that is being paid is for work? Is there a care agreement in place? If not, this could cause a myriad of problems. Without an agreement they may consider it financial exploitation, especially if the agreed upon work is not being done.

Yes this person wants 24/7 help. But wants this first person to get paid to do nothing. And have other people come in and do all the work the first person should do. I mention that I was going to report it before and the sick person said they would just denied it.

Call Adult Protective Services. Try to have a doctor's letter stating 24/7 care is needed.
