You can apply for Medicaid for her BUT she can't have more than $2000. in the bank or make more than a certain amount per month (on Social Security). My mom makes $1800./month and she doesn't qualify. She also has a couple thousand dollars more in the bank, which puts her over the limit.

You apply for Medicaid. The program will use all mom's money for her care, make up the difference and mom will receive a small monthly stipend for expense like hair dresser, etc.
I suggest you start by getting a needs assessment done. Call her county Human Services Department and ask for an appointment. Be there with Mom when she is interviewed.
