Find Care & Housing
You don't need to be getting services from the VA to get Aid and Attendance. You do have to show that your care is more than your income. Its considered a pension. Your Dad needs to have served during wartime and be honorably discharged. You can contact the VA office in your County. They can help you fill out the application. Things will go quicker if you have all the paperwork needed, like Dads discharge papers.

I think A&A is so you can afford a caregiver that can physically do for you. Don't think another person in their 90s is capable to perform the physical duties that may need to be done. But, doesn't hurt to ask.

Do you mean will they allow his 96 year old companion to be his caregiver?

You need to speak to the VA about this.

I don't think I would be comfortable with a 96 year old caregiver. They could die at any moment and how would you know if dad can't call for help. What would happen if that happened?

Since this is a VA program, your best bet is to direct your questions to the individual's social worker.   Call the VA that's handling the individual's care, ask for the team social worker.   Do you know to which team the individual has been assigned?
