Father is 96 and dependent for 24 hour in home care. Daughter is unemployed and needs income and father needs care. Are there fiscal restrictions, or can he pay family members.

He can pay his daughter but there needs to be a written employment contract so that the money is not seen as gifting if he needs to apply for Medicaid which it sounds like he might.

And she needs to declare income and pay appropriate taxes.

Or she is an employee and dad pays taxes, Medicare, disability, etc. Not all states Medicaid rules allow payment to a family member.
