Who are you a caregiver to? This group is for people who are caregivers and for people looking for homecare services. This is not a state-run agency with social workers that will find people cheaper rents and get them all moved in. Your state's Department of Social Services is who you should be contacting. And, with all respect to you shouldn't you be able to find your own place and pay your own rent at 70 years old?
I would contact APS in your area, adult protective services.

I agree with freqflyer that you should contact your local council on aging. Even the sheriff or you faith-based centers, senior centers may be useful to contact. Also check on women's shelters in your area, and perhaps rooms for rent.
latina02, welcome to the forum. My only suggestion is to call your County Council on Aging to see what affordable housing there is in your area. Depending on your city, there might be available apartments where the rent is charged according to your income.
