Anon44, attorney fees are a necessary expense and would be appropriate for your mom to pay them for review and update to her documents. If she does not have the resources you should contact the Area Agency on Aging. Contact information throughout the country is available as a menu item above under "Caregiver Support" I think.
Both Univ of Houston & Southern University have law schools and both have pro bono clinics with speciality areas (renters issues, senior law issues, etc). Google Uof H law clinics & Thurgood Marshall law clinics (for Southern's) to get info & call them Monday morning. Good luck.
