Let's see if I understand the situation. You have an elderly neighbor who is still physically independent and takes care of her home and herself, but shows signs of mental confusion. You are concerned and want to help. First of all, how kind of you; good neighbors are like gold. It sounds as if your neighbor has some signs of dementia. Does your neighbor live alone or is there someone else in the home? If she lives with someone, they are already aware of the situation. If she lives alone, and you know how to contact her family member, priest or pastor, or close friend, I would do so. Do her family/friends come to visit her? Maybe you should watch for their next visit and speak to them. If your neighbor is really alone in life---no companion, no family, no visitors, no church, no activities, no one to care about her except her neighbors---then you should call the local government agency in charge of elder affairs and explain your concern. Maybe someone else can tell you what agency to call, or how to look up the number.
