This would depend on what the POA document says. It might require two signatures or it might say that either POA may sign. Often when two people are listed, one is the primary and the other is the secondary. The secondary takes over if the primary cannot or will not fill the role.

Mom's POA is worded "jointly or severally", meaning either/or.
