I interviewed this provider
The only information I was able to get from Right at Home of Oshkosh-Central was that my mother lives too far from the urban areas to be eligible for a vast majority of the in-home service providers. And those that would make the trip charged extra for the distance. We ended up finding our own private help. BUT, we did appreciate the assistance in finding out more quickly which services to check with. We could have spent a long time getting to the same result on our own.
