The ER is for life-threatening emergencies, not the condition you describe. Call mom's MD and ask for a full neurological evaluation, an MRI and a referral to a good Neurologist or Geriatric Clinic.
You mom needs an evaluation of her cognitive ( thinking and reasoning) abilities because she's not making good choices.
