As one of the caregivers of someone experiencing dementia, application has been made for benefits. The owner of the facility did nothing to assist the person in applying and is now making application to be the representative payee. This person is also paid by the county for services rendered, which are not being performed as required. This person also took it upon herself to apply for the vulnerable adult's veteran's benefits, had the clinic that the person visits make her the only recipient of medical appointments and information, and doctors information to make it appeal that they are doing the right things.

I'm not a fan of Adult Protective Services but in this case it might help. Sounds like financial abuse to me. Where is the family in all this? If there is no family in attendance then the ALF may think they have carte blanche with this vulnerable elder. If the elder is not capable of handling their own affairs there may be little hope.
