The Cash & Counseling Programs have extremely long waiting lists. Last I heard, 6000 letters were mailed in Florida to those on list.

A lot of areas don't have it at all. Cash and Couseling is a great idea, but not all states bought into it. I guess waiting is better than not having it at all, but it's frustrating. Good luck.
