My dads arms were like that too. The hospice nurse provided a long guaze tube-- i think they use it for casts? that seemed to work pretty well until my father decided to take it off. They also gave him pads (like kids have to skate board?) for his elbows. If you dad will keep these on they are something to look into. When he did bleed there was these bandages that are clear usually used for surgery patients that kept the skin together and did not cause as much re-tearing. You might ask your doctor if there are different drugs that your father can use that wont cause this problem. My dad was on prednisone and that was the main one that caused it.
