My 80-year-old mother with mild dementia will not stop scratching her head. Her hair is now falling out and she has bald patches. What should I do?

I had a very itchy scalp and I starting spray water/vinager mixture on my scalp before washint my hair 1 part vinager to 3 parts water which I also use to clean my house kitchen and bathroom esp. because it kills germs and my itching stoped maybe that woud help.
