I've done some online searching... it seems that Nazareth Villages are christian focused apartments geared to low income and special needs seniors and adults. It would seem to me likely that such an establishment would work to facilitate their faith community, so have you asked about what is available there? Or if your sister would rather attend her former church she could ask them if they have any volunteers to help with transport.
