Has anyone had problems finding aging state services?

I just moved to a new state. I started with my local "office on aging." The gentleman there acted as if he didn't know why I was calling. He gave me a tel. # for another program and they referred me to yet another organization who sent me to their website only to find NO telephone numbers or usable info. This has been going on for 3 days.
Does anyone have a better way of getting to the people who actually provide these services? I am ready to give up.
