Is there a form for asking the IRS not to charge penalties for taxes filed late due to health problems?

My mother and step-father got behind on their taxes due largely to repetitive health problems like heart attacks and seizures.

If there is, I don't know about it. Job loss doesn't stop them from charging fines and penalties. You could ask a CPA or call the IRS. I hope you can get some help, but frankly, I doubt if there are exceptions.
