I guess it depends on what kind of advice you need. You might need to contact an estate planner, or an elder law attorney, or a social worker, or a doctor, or a religous leader, or a dentist, or ... well, it would depend on the kind of situation.

You could start by looking up the help line for senior services in your state. If you describe the situation to them, they will probably have some suggestions for how to begin finding the correct resources.
