Medicaid state to state switch

My friend's mom lives in Illinois and needs her medical insurance and home care switched to Iowa what's the fastest way to do so to get her moved to Iowa with her family

Medicaid coverage stops at the state line. She will need to reapply in Iowa for care, so check first as all states run programs differently. Please contact Medicaid office in your state to see what info they will require to begin application and availability of care facilities.
