Several years ago, I had a billing issue with my Medicare Advantage plan, and I was without coverage for several months. I got a statement from Social Security (?) for Part D coverage (I had purchased NO meds of any kind during this period) because i could not prove that I had had some sort of Part D coverage during this period. In other words, I had to pay for it, with our without coverage.

I wish I had seen this article a year ago. After a hospitalization and a diagnosis of dementia last November, Mom's medicines got very costly. Her Dr sympathized and gave us free samples for a while but I had to find another way to cover the costs. I called up the 800 number and spoke to a woman who was so lovely and helpful I actually asked for her information so I could write her a complimentary letter. After that I started getting bills with outstanding balances every month. After 3 months of paying the monthly fee for Silver Script, I called again and was told that my mom had to pay a penalty every month for ever!! The "lovely" woman I had spoken to had failed to mention this and in fact told me I would be responsible for a "one time only" penalty but that the fee would then continue to be only the monthly fee. I was livid but what could I do? Thanks !
