Where can my mom who is legally blind get help with shopping and bill paying?

In-home care agencies do these things. They generally work in blocks of time. Check some out in the area where this person lives.

Another option is to find a daily money manager to handle the bill paying and other "business of life" activities if you want to keep these with someone with the training and expertise to handle those types of activities.
