My mom has dementia and wants to come home from the nursing home. How do I tell her she has to stay in the nursing home? Or do I even tell her?

This is a hard thing to deal with and most of us go through it. You need to gently tell her that you are giving her the best care you can, that she is in her current home (she probably wants her childhood home) and that you are there to help her. Then distract here with old photos or whatever you can and expect to deal with it again. It's hard, I know. We all know. Please keep coming back for support.Carol
