VA Financial Assistance for Caregivers

Caregivers of veterans may be missing out on financial aid that is available. Aid and Attendance is an "Improved Pension" benefit for vets that is largely unknown.

This Improved Pension, known as A&A, allows for Veterans and surviving spouses who need another person to assist them with eating, bathing, dressing, undressing, medication dosing, etc. to receive additional monetary benefits. This benefit includes vets who are cared for at home, in a nursing home or assisted living facility.

A veteran could be eligible for up to $1,632 per month. To qualify, the veteran's doctor must verify that the veteran requires daily assistance by others to dress, undress, bathe, eat, take on or off prosthetics, etc.

Getting the Aid and Attendance benefit to pay for family caregivers is not an easy task. There must be a caregiver contract in place and services for care must be initiated and thoroughly documented before application can be made. Caregivers may wish to seek help from a lawyer who specializes in VA benefits to get the contract in place.

Next, you must file the Application for Pension or Compensation (Form 21-534 surviving spouse) (Form 21-526 Veteran.) This application requires a copy of DD-214, discharge papers, a medical evaluation from a physician, current medical issues, net worth, net income, and proof of out-of-pocket medical expenses.

I tried to get this for my mother when I was taking care of her. Her first husband died in World War II and she is on DIC and ChampVA. They told me my mom had to be "housebound". She did need assistance with dressing and bathing but not toileting and walking around with her walker. Also she had a significant other (boyfriend) that she insisted on going to see every day in another facility. However, now her condition is worse and she is in a nursing home, and her boyfriend passed away. When she went into the nursing home, the social worker told me that part of this "aid and attendance" benefit provides $100 a month that the nursing home and medicaid cannot touch and would be her personal spending money. She has re-applied for this, I do not know whether she will qualify or not yet, as she is still pretty independent. There is a lot of paperwork involved with this and you have to provide evidence, etc., but it is worth it. Thank goodness mom had saved all the paperwork and forms that she got when her husband died in World War II so that she could apply for the ChampVA and DIC and Aid and Attendance. She did have to go to a lawyer to get the ChampVA and DIC, I hope we will not have to spend money on a lawyer to get the Aid and Attendance benefit.

There is a website: www.vetassist.org that was established by Gulf War vets to assist getting A&A, and Disability compensation. In addition to the Forms the site provides a line by line how to fill out the forms including "what NOT to write". Very helpful. One more thing: a vet can get A&A or disability compensation but not both but you get the highest $$$ amount.

If I am not mistaken, to be eligible for this benefit, you had to serve during specific time frames. I looked into this for my father with Parkinson's and since he served between the Korean War and the Vietnam War, he was not eligible. There was a small window, and he only served in that window. Any other comments on this???

yes the time frame is in effect.....if they served during the peace time and not actually during any war time....they will not receive 100 % beneifits and these programs do not apply....I am an only child of both parents unable to take care of themselves and I get no help except for medicare benefits with Rx. The VA does not help because my dad served in the time frame you mentioned which is what they call the PEACE time.....missed war time by one day. The gov't does not bend on this either..

SMRT4alfb, how are you doing this? My mom has been caring for my dad, who is the PEACE time veteran, and now he is becoming way too much to handle. He can't get up by himself, wets himself constantly and keeps my mom up all night long. He has Parkinson's and now my mom's health is beginning to fail. I don't know how you are doing it and I don't know how I am going to do all this. I work full time and need to or I will begin to lose my own assets that I will need for retirement myself. I also have a 10 year old that still needs to have a childhood. We feel for you and if I come up with anything to share with you, I will.

I applied for these benefits for my 87 year old father who served in WWII. I submitted the paperwork on January 21,2010 and as of today
August 29, 2010, they have not even looked at the claim. I call twice a month and they tell me they are overwhelmed. I have been taking care of my Dad for two years now, I am self supporting and we have used all his savings for caretakers over the past 9 months so I could continue to work and keep a roof over our heads. So If you are looking for help from the VA be prepared to wait over a year before you even get an answer. It is a shame that the last Vets from WWII are treated in this way, they can't even leave this world with a little bit of dignity and get the help they deserve.

We applied for this, for my mom who has dementia and lives in assisted care. It took almost a full year, but finally came through and she is getting an additional $250 a month. At least 3 times, I was asked to send additional info, or was told I hadn't sent something (that I HAD sent) so I imagine that the application was passed around all over the place. We did have help filling out the initial paperwork. Keep copies of everything!

I find that the web site mentioned does not work any more. Here is the link that I found that does work: http://www.veteranaid.org/help.php

Donna if you haven't heard from them Yet... or such I am still waiting they said they have reached a decision on my moms we are just waiting. They were taking forever on her claim when I was told by the VA around here ... to tell them her age and ask very politely to expedite her claim as my mom is 80 something years old. They should be expediting yours ... hopefully you heard back...
